Non-finalisation of PDS rate by govt forces food crisis in Seppa

ITANAGAR, Apr 9: Even before the monsoon rain lashes Seppa Township, the East Kameng district headquarters has been hit hard by shortage of rice. Food grain crisis started since last February and seemingly far from over even after two months because of delay by state govt in finalizing selling rate of PDS wholesale nominee as well as fair price shops.
Sources in Seppa informed The Arunachal Times that residents are relying on local rice which is being supplied from Papu, Passa and Pakke Valleys, which is considered as ‘rice bowl’ of the district.
“Since last two months, there is no rice in fair price shops, we are relying on local rice brought from Papu Valley and Pakke-Kessang” said Deka Singhi, a resident.
However, with the heavy down pour since the last couple of days, the transportation of food grains from the valleys is reportedly difficult thus putting the district on brink of food scarcity. The scarcity of rice in the town has allegedly induced soaring prices. It is learnt that Fair Price Shop owners have complained about exorbitant pricing of local rice.
When enquired by this daily, the District Food and Civil Supplies Officer (DFCSO) Chukhu Jirjo informed that the crisis is due to non-finalization of selling rate of both wholesale nominee and fair price shops by the state government with the implementation of National Food Security Act from April 1, 2016.
DFCSO further informed that with the expiry of former wholesale nominee (a one year contract), the department had floated fresh NIT in early March and accordingly recommended new whole sale nominee to the state government
The purchasing rate has reportedly remained unchanged; however the government has to re-issue the selling rate to whole sale nominee and Fair Price Shop owners. The government had issued a conditional allotment order saying that stock can be lifted by the nominee but withheld till the finalisation of rate. It is also learnt that the file of selling price rate of both wholesale nominees and FPS is with Chief Minister who is holding the charge of Food and Civil Supplies and waiting for approval.
Earlier, under PDS scheme, there were three schemes; APL, BPL and AAY, however under NFSA, APL has been renamed as general category household, and instead of BPL there is Priority House Hold and AAY.
Center to help Arunachal harness power
NEW DELHI, Apr 9: Union Minister of State for Power and New & Renewal Energy Piyush Goyal assured Arunachal that the central government would support state’s endevour in harnessing its power potential.
The Minister assured central grants for development of small power projects across the state, funds for erection of transmission lines and for release of the balance amount of Rs 14.85 crores.
Goyal said this during a meeting with Chief Minister Kalikho Pul in Delhi recently.
He further informed that the ministry has plans to provide solar power supply for 80,000 households and urged the state government to make utilization of it.
Pul informed that the state government has so far identified 89 projects in border areas with an aim to provide power to un-electrified administrative circles down to circle HQs in isolated manner in off-grid system. These projects with total installed capacity of 37.28 MW, with a total cost involvement of Rs. 715.74 crore will be harnessed in an eco-friendly manner, said the CM.
He further pointed out that much-anticipated growth of the hydropower sector in Arunachal has not yet translated on the ground. A larger concern from the policy perspective is that many projects are languishing because of pending clearances, he said.
The CM requested that accord of forest clearance should be linked with the completion of basin study, which has resulted in delay as well as uncertainties about the fate of the several allotted projects.
Also such mandatory studies hurt the prospect on developing small hydro projects as well, he said and presented several cases where power projects of below 25MW were dropped based on basin study.
He further pointed out that the state government is now faced with a situation where there is the idea of scrapping many of the larger projects for which MoAs have been signed. Calling it as a potential problem area, the CM said there is the issue of litigation and repayment of the up-front payments, the processing fees and the compensation for land paid to the public.
Further, the CM appealed the minister to consider financial support for transmission lines from power source to consumer in off-grid areas, since many small projects are to be operated in isolated mode to cater to the requirement of local demand.
The CM further requested for release of balance fund of PM Package of Rs. 14.85 crores for development of small power projects. He informed that earlier under PM package, 92 small projects were funded and an amount of Rs.438.23 crores was earmarked. 76 have been completed and 15 projects are in advance stages of completion.
DA dismantle illegal constructions
AALO, Apr 9: Buildings, built without authorization were dismantled by the West Siang district administration at Aalo town on Saturday.
More than dozen buildings consisting of semi RCC, SPT and MIBT shops were dismantled in front of the Post Office, SBI and Inspection Bungalow amid tight security.
Further, all unauthorized meat sheds and other structures were removed by the team in another drive carried out at the market area.

One dies in Sunpura fire
ITANAGAR, Apr 9: One person has died in a fire accident that took place on April 6 morning in Sunpura, Lohit.
MLA Tezu, Dr. Mohesh Chai accompanied by DDMO Tezu and other officers visited the site of the fire accident on Saturday and met the family members of the victim. He provided financial assistance and CGI sheets to reconstruct the house.
Rajesh Dorjee, ALC of CO office Sunpura, who lost his father in the fire accident thanked the humanitarian gesture of MLA and appreciated the help rendered by District Administration and public of Sunpura circle.
MLA also assured to take the matter with the govt for early release of ex-gratia relief.
Later, a meeting was also convened with all the Govt officials, PRI members and public where he suggested people to prepare for flood and other vector borne diseases during summer.
Responding to the memorandum submitted by the public, he assured to repair Sunpura-Tezu road, Flood protection work at Old Sunpura and Dangku area, repairing of Govt Middle School Old Sunpura.
He also informed the public that regular CO at Sunpura will be posted soon. He also assured upgradation of CO office to EAC office and X ray machine for CHC Sunpura soon.
He also advised the general public to maintain peaceful and cordial relation with bordering Assam.
APCC questions JAC’s silence over present financial crisis
ITANAGAR, Apr 9: In reaction to the state Bharatiya Janata Party’s statement, the Arunachal Pradesh Congress Committee (APCC) has today questioned BJP formed Jan Andolan Committee’s silence over the present financial crisis in the state.
‘The Committee had earlier raised slogans against the Tuki led government for alleged financial crisis but it is very surprising that it has chosen to remain silent over the issue, the APCC said adding that Tuki had maintained financial discipline but it was misused by Pul government that led to the overdraft.
PPA leader Kalikho Pul and BJP leader Tamiyo Taga have very clearly said in the assembly session last year that most of the development fund is concentrated only in Itanagar but it is surprising that Pul has rampantly sanctioned fund, issuing LOC to the tune of crore of rupees and cheques to undeserved individuals in the Capital Complex. This money is supposed to be taken to respective constituencies; it alleged and further urged Governor JP Rajkhowa to conduct an enquiry on the issue since he is a neutral constitutional head of the state.
Storm snaps power lines in W/Kameng
ITANAGAR, Apr 9: Storm coupled with heavy rain on Friday snapped a number of HT/LT power lines in Kalaktang, Gachham, Membachur, Dahung, Dukumpani, Bomdila in West Kameng district.
The restoration work will be accomplished by Saturday evening, informed Bomdila Elect Division, EE in a release. The department further regretted the inconvenience caused to the consumers.

It is interesting to visit any town of our great state. Most towns greet travellers with welcome gates. The initial shops after the welcome gates would be few tyre shops, mechanic/ welding/ fabrication units, paan ghumties and liquor shops. As we progress into the town the number of shops increase with the presence of banks, petrol pumps, hotels and hardware shops. The main bazaar would generally consist of grocery stores, cloth shops, stationary shops, few bakeries, small eating joints, hardware, electronic/ gift shops, hotels etc. There would be a daily market wherein local people would sell vegetables, fruits, small eateries, meat, fish etc.
Our towns are marked by motley of Bamboo/Wood/Straw houses and concrete buildings. The earlier Assam type houses with tin roofs are slowly giving way to RCC buildings extending to 3-4 floors. Since the bazaar areas are congested, the buildings have started extending vertically upwards. In the posh areas where the rich and powerful reside, tall concrete walls with barbed wire surround the compound. Huge metallic gates with cattle traps mark the entrance into the compound. These big residential compounds almost resemble central jails! Unlike houses on stilts generally seen in the villages, in towns most kutcha houses are constructed with floors at ground level. The wellness of people living in these kutcha houses is announced by the presence of swanky vehicles like Scorpio, Duster etc parked near the house.
On the dirtier side, generally there are garbage dumps at the entry of towns. There are a large number of Paan Ghumties selling all sorts of Paan, Tamul, Supari, Paan Masala and Ghutka. One of the most prominent litters would be the small plastic pouches or sachets of paan masala and ghutka. A keen observer may notice that there are more liquor shops and shops selling paan masala and ghutka than medicine shops! All liquor shops are protected with grills as if these were jewellery shops! This means that effect of liquor and paan masala/ghutka is less on our people!! Our towns are also too dusty. For a pristine and crystal clear environment, there seems to be too much dust in our towns.
The appearance of these sleepy towns are deceptive in safety related issues. A few days rainfall exposes the planning/construction faults wherein major portions of the town are deluged with water. There are frequent fire accidents with losses amounting to crores of rupees. At some places there are no avenues for the few fire tenders to venture for firefighting!! Maze of haphazard electric wires can be seen hanging from poles, buildings, transformers etc. It seems many people are tapping electricity directly from the wires.
There has been a recent boom in construction of rent houses at all major towns. The high demand for rent houses have been caused by the influx of large numbers of people from villages to the towns in search of better job prospects, better medical care and better education. It seems that almost everyone is constructing rent houses! Due to the influx of large numbers of people from villages to the towns and availability of easy money, land prices have sky rocketed. Land and real estate prices in major towns of Arunachal are at par if not higher than many mainland cities! Due to high demand of land, at towns located in hilly areas, one notices many hills being cut and dug up for creation of real estate. In the long term these rampant cutting of hills may lead to landslides, flooding and soil erosion.
Despite the boom in construction, our towns are still small, less populated and serene. Unplanned construction activity, cutting of forest areas/ hills for creation of real estate is spoiling the image/ appearance of our towns. There is a lot of scope for improvement in all aspects. One of the first steps maybe is to start planning the expansion of our towns. Creation of parks, playing areas, drainages etc may be followed up. All these may be implemented to convert our towns and villages into truly smart towns/villages!! Why wait for the government for the announcements and pronouncements for Smart Cities?
Lok Adalats dispose 28 cases
ITANAGAR, Apr 9: A total of 28 cases were disposed off by Arunachal Pradesh State Legal Services Authority in the monthly Lok Adalat held in various courts in the state on Saturday.
The Court of Judicial Magistrate, First Class, Khonsa took up 11 criminal cases and disposed of 8 cases in which Rs.10000 was imposed as fine and Rs.39000 paid as compensation.
The Court Of Chief Judicial Magistrate, Ziro disposed off 20 criminal cases.
Locals bust timber smuggling camp
ITANAGAR, Apr 9: All Kakoi-Dollungmukh Forest and Wildlife Protection Forum led by the local youths have destroyed several camps inside the reserve forest area set up by the timber smugglers recently. One power chain saw used for illegal timber operation was also seized and handed over to the Divisional Forest Officer, Banderdewa.
Informing this, DFO Banderdewa, Neelam Nedo stated that it was the result of the frequent awareness campaign conducted by the forest authorities for conservation of forest and wildlife. Organisations are voluntarily extending their cooperation with the forest department in protecting destruction of forest and wildlife, the DFO added.
TWS seeks probe
ITANAGAR, Apr 9: Tagin Welfare Society (TWS) has questioned the police department for allegedly failing to manage fire tender during the April 7 fire incident in Itanagar. It also stated that thorough investigation should be carried out to probe the fire incident and action be taken against wrong doers.
It mourned the the tragic demise of late Achu Lida who died in the fire accident. In its message, TWS Itanagar said that Late Lida was a talented footballer who represented the state in Subroto Cup.
DC directs engineers to check earth cutting
Workshop on Disaster Management
Itanagar, Apr 9: Deputy Commissioner Capital Complex, terming illegal earth cutting as one of the causes of disaster asked the Executive Engineers to check illegal earth cutting along the National Highway as well as near sector roads and to report the details of the person involved to his office so that necessary action could be taken against them.
In this regard, a series of hearing were also conducted earlier where the defaulters were asked to refrain from such activities and bond under section 107 CrPC were also signed.
DC Sandeep Kumar Singh said this at a sensitization workshop on Disaster Management organised by the District Disaster Management Authority (DDMA) held on Saturday.
The DDMA which is headed by the Deputy Commissioner acts as the district planning, coordinating and implementing body for Disaster Management.
“As the state lies in the seismic zone V, the possibility of an earthquake cannot be ruled out. Moreover, the soil over which the Capital is situated is very loose which make it more prone to disasters. Further, the state has already witnessed disasters like landslides, road blockade etc, therefore it is necessary that we all should be prepared to tackle any kind of disaster”, said Singh.
The DC further said that the workshop was organised so that everyone could be sensitized on Disaster Management and further use the knowledge to sensitize others. Additional Secretary Disaster Management YW Ringu, who attended the programme as a resource person highlighted the major concerns that the state is facing beginning from natural, infrastructural, human resource and capacity.
She also highlighted the Vision Document 2015-30 which foresees a disaster resilient Arunachal Pradesh and the practical vision to implement Incident response system (IRS) at State and District Level to tackle any kind of disaster. She also stressed on capacity building and asked the DC to conduct capacity development programmes in the Capital Complex and also directed the DDSE to conduct regular mock drills at schools.
SP Fire & Emergency services Kime Aaya also briefed on fire safety and awareness tips.
Deputy Commandant National Disaster Response Force (NDRF) Bhupendra Mehar gave a brief introduction of NDRF which has been constituted for the purpose of specialized response to natural and man-made disasters. 12th Battalion of NDRF is situated at Doimukh.
Deputy Commandant discussed in brief the steps to be followed during the time of mock exercise and the roles and responsibilities of task force consisting of the communication, search & Rescue, First Aid, Medical Response, Fire Safety, District Emergency Operating Centre, State Emergency Operating System, Engineering Departments, NGOs, media, relief camp, damage assessment teams. The DC also highlighted the role of the stakeholders of the Incident Response System.

Lowangdong laments education scenario in Tirap
BORDURIA, Apr 9: Describing education as panacea for all ills, Education Minister, Wanglin Lowangdong lamented that the education scenario in Tirap district was abysmally grim and exhorted the youth and parents to pay adequate attention to education.
Lowangdong was addressing a mammoth gathering of chiefs, GBs, PRI leaders, HoDs and public of Borduria-Bogapani assembly constituency on Saturday at Borduria village under Tirap.
The Education Minister said that he was serious to streamline the functioning of Education department in the state. Underscoring the importance of quality education in the state, he said that the present government was giving top priority to Education and Health sectors for which maximum fund allocation had been made for those two vital sectors in this year’s Budget. The Minister said that he would leave no stone unturned to improve the overall education scenario in the state for which he sought the willing cooperation of all the stakeholders in the state.
Among others senior public leader of the area, T. Tongluk, Manwang Lowang and Lonhang Wangha spoke in the function.

Pul calls for more cultural exchange between Assam and Arunachal
GUWAHATI Apr 9: Chief Minister Kalikho Pul on Saturday called for more cultural exchanges and cooperation between Assam and Arunachal to strengthen peace-building efforts.
Speaking to the activists of Tai Ahom Yuba Parishad here today, the CM expressed his intend to give thrust on efforts to promote cultural interaction and strengthen friendship between the people of the two states.
As part of peace-building exercise, the CM said development efforts along the inter-state boundaries will resume side-by-side with encouragement for people-to-people interactions.
He revealed that efforts would be made to mobilize all the ethnic organizations from the two states to build a common platform in the form of committees. These committees would work on organizing games and sports, literary events, cultural and language exchange programmes.
On development efforts, the CM revealed that the state government would build schools, hospitals, police stations and other service institutions close to the Assam borders, which would serve people from both the state.
CM revealed that statue of legendary Assamese singer, Bhupen Hazarika, would be erected on major entry points along the Assam-Arunachal boundary to celebrate the centuries of cultural bonding between the two states.
The CM however, urged people not to fall prey to bad politics of the organisations promoting hatred and enmity between the two states, which thrive on such commotion for their own existence. (PRO, CMO)
DCM announces cash rewards on drug peddlers
Dissing Passo, Apr 9: Arunachal Pradesh Deputy Chief Minister, Kameng Dolo have announced cash rewards of Rs 10,000 for information on drug peddlers and addicts to the police, while addressing a public meeting at Baliso under Dissing Passo circle on Friday last.
The information provided by the public will be kept confidential and cash award will be provided on authentic reporting about the drug peddlers and drug addicts, Deputy Chief Minister, Dolo said.
Urging people to come forward fearlessly against the drug peddlers in the state, Dolo, who also holds the home portfolio asked the police and district administration to take instant action to nab the offenders following tips by the public.
On the occasion, Dolo appealed the people living along the border to maintain mutual understanding and cooperation for peace to prevail in the border areas.
“The state government will not tolerate the violation of status quo which must be maintained and respected by both the states”, he asserted.
Later, Deputy Chief Minister, Dolo sanctioned Rs 1 crore for the construction of CO quarter at Dissing Passo Circle HQ. Besides this, he assured to establish a permanent Police station in view of frequent law and order problem due to border skirmishes.
Replying to a demand for road from Seijosa to Itanagar via Tayerso, Taposo Lau Lapa, Dolo told the gatherings that inter road connectivity is his top priority since it has a direct impact on common people’s economic activities.
He inaugurated a newly constructed Primary Health Centre at Baliso, which was executed by the WRD and funded under TFC (SSG). He also inaugurated Type II teacher quarter at Dikalmukh village under Dissing-Passo Circle.(PRO to Dy CM)
Pul’s sends proposal to centre on tourism and civil aviation
NEW DELHI, April 9: Chief Minister Kalikho Pul called on Minister of State for Culture, Tourism and Civil Aviation Dr Mahesh Sharma on Thursday to discuss on ways to develop tourism in the state.
Unveiling his plan, the CM proposed to develop the circuit from the entry points along Assam-Arunachal border upto the tourist destination.
CM informed that state government is making efforts to make easily available inner-line permits (ILP) and the restricted area permit (RAP). For that to achieve, he informed that entry check gate at the state’s border will have provision to issue the permits “on-arrival”.
Pul further informed that proposed tourist circuits would provide wayside amenities at every 50-60 km points with all facilities to assist the travellers.
The CM requested to expedite the process of connecting and improving helicopter services for all the district headquarters.
Pul requested the minister for one-time waiver of all pending dues for helicopter service in Arunachal, to which the minister agreed to consider it.
The CM also requested the minister to help develop cultural centres at all district headquarters, where the local cultural items could be showcased for outside visitors and tourists.
Appreciating the novel plan of the state government in tourism sector, the minister assured to provide all financial support in developing tourism industry in the state.
Simai concludes three day tour

MANMAO, Apr 9: On the concluding day of the three day tour of his constituency, MLA Laisam Simai arrived at Manmao on Friday to announce the upgradation of Manmao Govt Secondary School to Govt Higher Secondary School.
Simai was aghast seeing the deplorable status of the old school building of Manmao GSS which also happen to be his alma-meter. He instructed the contractors to complete the new school building as fast as possible so that the new academic session can be started without glitch.
Along with the new ICDS block, Manmao also got a new ambulance. “Soon a new bus service will be launched from Manmao,” he added.
In the meantime, Simai strongly condemned the recent incident where govt officers were mistreated by some insurgent group.
He assured that such incident will not transpire again and asked the govt officers to continue working for the welfare of the local people.
He said teachers and medical staff will be posted soon.
Simai further advised the educated unemployed youths to appear in the coming recruitment rally of police and forest eco task force.
EAC, LW Bapu reflected on the deteriorating condition of the rural roads and asked the concerned department to take the issue seriously as it is hampering the livelihood of the rural region.
He also advised the rural folks to focus on developing the tea, leechi, cardamom, orange gardens.
Manmao ZPM, ASC L Mossang, Public leader Wilson Ronrang, Head GB Manmao CP Longri and Head GB Tengman complained about the PMGSY roads that are deteriorating instead of improving.
In the evening session, along with PWD EE CT Manpong, WRD AE W Wangsu, Power AE T Basar, MLA Laisam Simai visited the GHSS Manmao and other ongoing project sites - Rostrum and conference hall construction at EAC office and the four completed bachelor barrack at power colony.

ITANAGAR, Apr 9: 138 BN, CRPF, Itanagar Organised Valour Day at its Senkiview campus in Itanagar.
Commandant Ram Krishan remembered the supreme sacrifice of loyal and gallant soldiers of CRPF for the nation while stressing on the valour act of 2 Bn CRPF personnel at Ran of Kuch (Gujrat) while fighting with the Pakistan Force on 09th April, 1965 at Sardar Post.
A voluntary blood donation camp was organised in collaboration with Dy. Director of Health Service, Arunachal State Hospital Dr. Nabam Budh to mark the day.
50 volunteers including commandant and Dy. commandant Rajesh Yadav donated blood.
Pul appeals support for ongoing DONER projects
NEW DELHI, Apr 9: Chief Minister Kalikho Pul has asked for one-time financial package to support all the ongoing development works in the state funded by the Department of North Eastern Region (DONER), which till date remains incomplete.
Calling on Union Minister of State for DONER (I/C) Minister Jitendra Singh here on Thursday, the CM said all the ongoing works under DONER ministry are critical projects and require continued funding for completion of the project; else all pending infrastructures would be wasted.
He assured the minister that all DONER funded works would be completed on time, and all utilization certificates submitted. The CM also ensured on judicious and efficient use of the financial package, which would be used for durable asset creation with quality work. Kundra take stock of works at Ziro
ZIRO, Apr 9: Commissioner Finance, Ashish Kundra took stock of the activities being carried out by Education, Power, Medical, Tourism, PWD, PHED, Horticulture, Textiles, Industries and Fisheries departments in Ziro, Lower Subansiri.
Interacting with the Head of Departments of the district, Kundra said that it's important to see the developmental works being carried out than seeing them in files to ensure judicious use of the government fund.
Dr. Tage Kano, Member Consultative Committee for WHS made a presentation on the Apatani Cultural Landscape for World Heritage Site.
Showing keen interest in the prospect of WHS for Ziro, the Commissioner assured of all possible assistance. He also suggested for registering the Homestays in Airbnb website, a leading website in tourist lodging, to provide maximum exposure to Ziro on the tourism front.
During the interaction session, DC Kemo Lollen briefed the Commissioner about the challenges faced by the district administration in implementing TAH and WHS tag for Ziro. He expressed the hope that all the stakeholders will overcome the individual interest and work for the overall development of the district.
He also informed that dossier and inventory preparations for the WHS is in full swing, however needs the assistance of the government in realizing the WHS dream.
Later, the Commissioner inspected the construction sites of the outdoor stadium, mini secretariat, parking areas and the CC pavement road network and expressed satisfaction over the progress of the works being carried out.

RGU scholar attend IGRMS organized lecture
ITANAGAR, Apr 9: Rajiv Gandhi University, Department of Anthropology scholar, Tsewang Dorjee took part in an Indira Gandhi Rashtriya Manav Sangrahalaya, Bhopal organized, Museum Popular Lecture at Rock Art Centre Conference Hall on Friday.
During the lecture which was chaired by IGRMS Director, Prof. Sarit Kumar Chaudhuri, Dorjee informed about the Brokpas of Arunachal Pradesh, whose numbers are decreasing every year due to extreme physical labour in adverse climate and meager pay.
Speaking about the pastoral community, he informed that Yaks are being raised along the border of West Kameng and Tawang districts mainly between elevations of 9750 ft to 14625 ft above sea level by Brokpas. Brokpas are the transhumance pastoralist of Monpa tribe, whose profession and livelihood is dependent on yak rearing.
He explained the difficult life of Brokpas, who spend hardly 2-3 months in the valley and spend the rest of the year on high altitude areas for rearing their Yaks.

AALO, Apr 9: The State Bank of India, Aalo Branch donated four wheel chairs and four stretchers to General Hospital, Aalo on Saturday.
The medical utilities were donated under Corporate Social Responsibility programme of SBI.
Speaking on the occasion, Chief Branch Manager SBI Aalo, Anil Bora disclosed that the bank is not all about profit making business but takes up welfare measures from its annual profit. Efforts are being made to mitigate growing needs of the customers by opening six ATM booths at various locations and three more ATMs are proposed, while passbook feeding machines have also been installed in the bank, informed the manager.
DIPRO, Gijum Tali who attended the function appreciated the humanitarian gesture of the bank.
DFWO, Dr. Kengo Ori and Medical Superintendant, Dr. Linya Lollen expressed their thankfulness to the Bank for providing the utilities.
Awareness prog for Registered Co-Operative Societies
SEPPA, Apr 9: An awareness programme for registered Co-operative societies, jointly organized by District Co-operative Union in collaboration with Arunachal Pradesh state Co-operative Apex Bank Ltd and Registrar of Co-operative Societies was held at community Hall, Chayangtajo, here on Friday.
During the programme which was held under the chairmanship of East Kameng DFCSO/ARCS Chukhu Jirjo, District Cooperative Union (DCU) Chairman, Tame Cheda briefed about the objectives of the awareness campaign and advised people of the area to initiate registration of cooperative societies in remote areas.
Seppa Lamps Ltd, JICS/MD, L Dera also highlighted the role played by the department of co-operation in uplifting poor societies into financial viable societies through cooperative movement while, East Kameng, AP Apex Bank Ltd. BM, Chatung Mare elaborated on the saving accounts in Arunachal Pradesh cooperative Apex Bank Ltd under Atul Pension Scheme/Jandan Yojna. 'Green Daporijo'
DAPORIJO, Apr 9: Volunteers including various HoDs, senior citizens, business community and general public took part in a mass awareness programme on the theme 'Green Daporijo' conducted by M/s District Trade Agency, Daporijo and planted saplings here on Saturday.
Speaking on the occasion, MLA Dikto Yekar lauded the organizers of the programme and called for conducting more such programmes while, the Upper Subansiri DC urged all to take active part in the campaign for a clean and green Daporijo. (DIPRO)
Taga distributes relief to Payum fire victims
AALO, Apr 9: MLA Rumgong, Tamiyo Taga met the fire victims of Payum village and handed over Rs.1 lakh and 150 CGI sheets to the 38 affected households on April 6.
DC Siang Rahul Singh, SP Doge Jini, Project Director, EE Power and others HoDs accompanied the MLA.
While lauding the state government for prompt action, the villagers in a memorandum requested for establishment of model village, reconstruction of community Dere, provision of Solar electricity, two Anganwadi centres, drinking water supply and reconstruction of community toilets. Taga assured to take up the matter with the state government.

Cleanliness drive held
ITANAGAR, Apr 9: Members of Theravada Buddhist Society (TBS) Itanagar cleaned the Theravada monastery and the temporary shrine where the statues of Lord Buddha will be placed for three days, during a day-long cleanliness drive conducted as part of the forthcoming popular water festival Sangken here on Saturday.
The volunteers also painted and prepared the Loungkoong (water sprinkle tree)during the drive.
Blood donation camp conducted
ITANAGAR, Apr 9: Members of state unit of NSUI took part in a voluntary blood donation camp under the chairmanship of Gumson Yomcha to mark the Union’s 45th foundation day at Rajiv Gandhi Bhawan here on Saturday.
The camp was conducted under the supervision of RKM Hospital senior officer (Blood Bank), Dr LR Choudhary and supported by members of AVYS, an NGO.
Speaking on the occasion, former MP Takam Sanjoy lauded the NSUI for organizing the blood donation camp and urged people to donate blood voluntarily to help those in need.

CM mourns employee’s death
GUWAHATI, Apr 9: Chief Minister Kalikho Pul has offered his condolences to the family members of Abal Bahadur Bishwakarma at Guwahati on Saturday.
Bishwakarma, 55 yrs, the sole bread owner of his family, was a driver serving in the office of Deputy Resident Commissioner (DRC), government of Arunachal, Guwahati.
Paying homage for his service to the government of Arunachal, the CM assured livelihood support for the family. He immediately ordered the deceased’s son to be employed at DRC office in Guwahati as a contingency employee, and offered monetary compensation through his personal means to the grieving family members.
Bishwakarma is reported to have died recently due to liver cirrhosis and is survived by his wife, a 25-year-old daughter and a 27-year-old son.
MLA visit cyclone hit Ziro
ITANAGAR, Apr 9: Ziro MLA Tage Taki visited the cyclone hit Hija and Old Ziro on Saturday and handed over four bundles of CGI sheets each to the four granary owners and Ziro Valley School, whose kitchen roofs were blown away by the strong winds of Friday evening. Arrest culprits: NSO
ITANAGAR, Apr 9: Condemning the incident wherein Govt Higher Secondary School, Koloriang was vandalized on April 6 last, the Nyishi Students’ Organization (NSO) has called for immediate arrest of the culprits involved.
Reportedly, some students had vandalized the office chamber of the Principal, Exam Cell and school building and took away blank school leaving certificates, official seal of the Principal.

Homoeopathy: Health and Happiness by Holistic Healing

On this day, a genius was born at Meissen, in Saxony of Germany. He was the third child of porcelain Painter Christian Gottfried Hahnemann and his wife Johanna Christiana. they nameed him Christian Friedrich Samuel Hahnemann. Leaving behind the rough childhood, he grew up to become a young man proficient in many languages and graduated MD from the University of Erlangen on 10th August 1779.
As a Doctor, he was dissatisfied with the state & knowledge’s of medicine of his
time; he was worried about their child. In a letter to Hufeland , he writes “ But
I became a father, serious disease threatened my beloved children, my flesh and blood.

In 1784, he gave up his medical practice and started translating books as he had knowledge of many languages.
In 1790, while translating Prof. William Cullen’s “ A treatise of Materia Medica, who was a professor at London University, he was dissatisfied with the claim that cinchona, the bark of Peruvian tree was effective in treating intermittent Malarial fever because of its astringency i.e. bitter taste and tonic effects on stomach. He was so dissatisfied, that he himself took by way of experiment twice a day, four drums of cinchona, and noted that he was attacked by malaria like symptoms. He conducted similar experiments with other individuals and found the same result. He also conducted similar experiments with other drugs whose curative actions in certain diseases were will established with the series of experiments and results, he concluded to a healing principle that Medicines can cure disease because they can produce similar disease in healthy individuals and that which can produce a set of symptoms in a healthy individual, can treat a sick individuals who is manifesting a similar set of symptoms …. Like cures like. In 1796, his discovery was brought before the world and is still known as Homoeopathy. In 1810, he published “the Organon of the Rational Art of Healing” in which he explained the concepts and its applications of homoeopathy.

side and in the darker side, we all are well aware of the brighter side with no side
effects and its cost effectiveness it becomes a favourable choice and also not to
forget that homoeopathy believes neither to suppress nor to palliate but cure… but
there is a darker side too; it is also gaining popularity with its age old myths
and mis-
Some of the common myths are:-
i. Homoeopathy is slow to act: This is the most common myth among the general people. In 1810 Hahnemann explained all the concepts and methods of homoeopathy in his textbook organon of the rational healing of art. In that textbook , the aphorism 2 says that the “ highest ideal of cure is rapid , gentle, permanent restoration of health or removal and annihilation of the disease in its whole intact in the shortest most reliable, most harmless way in easily comprehensible principle”. Okay! Let say a person was affected for more than 20 years and after trying all other systems of medicines, comes to homoeopathy and hopes for cure. A homoeopathic physician selects a remedy for him and after 3 months or 6 months or say one year, he is okay. 20 years is not a short time but if homoeopathy can cure the suffering of 20 years in just one year, how much faster can it be?
ii. Homoeopathy is only for chronic cases not for acute: Common misconception many people in our state think that homoeopathy is for diseases of long sufferings and not for acute diseases. Homoeopathy is not only for chronic sufferings but also for acute sufferings. Our medicines are capable of acting unconditionally and at all times. This misconception has probably because of the lack of “Patience in the Patients”, which is genuine otherwise.
iii. Homoeopathic medicine are ‘sweets’: This is most common image of homoeopathy
for the people. The sweet pills have become the identity of homoeopathy. I bet every
homoepathic doctor and students will vote to this situation of “MITHA-
Whenever someone asks me about the sweetness of our medicines, I generally answer it by saying it’s not that our medicines are “Just Sweets”. If you want it in liquid form, we have that too, if you want any ointments or lotions for applications, we also have that… but the idea of administering our homoeopathic drugs is sweet globules, I think it’s a boon to homoeopathy.
“Who would not want a medicine which can cure your problems with sweetness loaded in it?”
When we were kids, we hated the medicines because of their bitterness but homoeopathic medicines are loved by kids because of their sweetness.
: what actually is / what it has to offer?
This is the most common misconception of people about homoeopathy it is a surprise misconception of people about educated persons does not know what homoeopathy actually is and what does B.H.M.S stands for.
Homoeopathy and Homoeopathic physicians cure the sick, not the disease. A homoeopathic physician prescribes a homoeopathic medicine for you, not for the diseases. It is an art of curing and those who are qualified for practicing this art are known as BHMS i.e. Bachelor of Homoeopathic Medicine and Surgery. It is a 5 ½ years course is divided into 4 and half years of academic course in which students gain proper knowledge of subjects like Anatomy, Physiology, Pathology, Forensic Medicine & Toxicology, Gynaecology & Obstetrics , preventive & Social medicine, Practice of Medicine, Surgery, homoeopathic Pharmacy, Organon of Medicine and Materia Medica and one year rotatory internship at Hospital.
So by the end of 5 ½ years, the students is well acquainted with the basic knowledge of medicine, and application of homoeopathy. As Dr. Hahnemann has said in his Organon of Medicine, that the first business of a physician is to “investigate the disease”. In aphorism 3 of organon of medicine, he has stated that treatment of Homoeopathic physician should have a clear knowledge of medicine. So by the end of 5 ½ years, a homoeopathic students is exposed to all other fields of medicine i.e Human Anatomy, Physiology, Pathology, Forensic Medicine & Toxicology, Gynaecology & Obstetrics , preventive & Social medicine & Practice of Medicine which is applied practically during rotary internship of one year.
During my course of study at Burdwan Homoeopathic Medical College & Hospital, affiliated to West Bengal university of Health Science, I have experienced the popularity of homoeopathy in West Bengal. I can say that in every 10 families, 7 families prefer homoeopathy. But in our state, I can say among 10 families, hardly 2 or 3 families well prefer homoeopathy.
This condition has arisen not due to lack of homoeopathic physicians in our state but due to “Lack of Awareness Programmes”. This a serious condition where most of the common people do not know about homoeopathy.
Is it because of lack of effort by the Homoeopathic Council, Physicians or the Ministry of health?
Swami Vivekananda has said “Before pointing fingers on others, always remember that the other fingers are pointing towards you”.
So without depending on others, I pray to all the homoeopathic physicians in our state to share their knowledge of homoeopathy to the common people, “let’s start from single steps, who knows later when we look back, we will realize we have come very far from the point we started.
So, I request all the homoeopathic physicians and homoeopathic students to believe in our systems of medicine and practice “Homoeopathy”. Let’s create a world of Health and Happiness by Holistic Healing of Homoeopathy.
